Projeto também inclui um polo petroquímico. Os empreendimentos serão instalados na ZPE Ceará
Refinaria a ser instalada na Zona de Processamento de Exportação dedicará sua produção ao mercado externo, mudando os planos iniciais previstos quando a Petrobras ainda conduzia o projeto de instalação da planta de refino
Fortaleza/São Paulo. Depois de mais de dois anos do encerramento do projeto da Petrobras de construir uma refinaria no Ceará, o trabalho para captar uma refinaria de petróleo entra em nova fase nesta quarta-feira (6), quando o governador Camilo Santana assina, em São Paulo, juntamente com o presidente do China Development Bank (CDB) e representantes da companhia chinesa Qingdao Xinyutian Chemical, um memorando de entendimento em que o CDB demonstra interesse de financiar a obra, orçada em cerca de US$ 7,5 bilhões.
O projeto completo inclui uma refinaria e um polo petroquímico, ambos instalados na Zona de Processamento de Exportação (ZPE) do Ceará. Isso porque a produção de ambos os empreendimentos será destinada ao mercado externo.
"Estou muito otimista. Estarei em São Paulo com o presidente do Banco de Desenvolvimento da China e a empresa interessada em construir a refinaria aqui no Ceará. Nós vamos assinar um memorando de entendimento onde o banco esta disponibilizando a intenção de financiar o projeto da refinaria. Este banco é um dos bancos que tem mais dinheiro no mundo e que já está analisando o projeto", disse o governador Camilo Santana durante conversa pelas redes sociais.
O memorando de entendimento estaria dividido da seguinte forma: US$ 4 bilhões seriam destinados à primeira fase da refinaria cearense; US$ 500 milhões seriam para a construção de um novo terminal petroleiro ou a expansão Terminal de Múltiplas Utilidades (Tmut) do Porto do Pecém; US$ 4 bilhões para a segunda fase da refinaria; e outros US$ 3 bilhões para a construção de uma indústria petroquímica. A refinaria teria capacidade para refinar, em cada uma de suas fases, 150 mil barris de petróleo por dia.
Empregos
Os dois complexos que vão abrigar a refinaria e o polo petroquímico na ZPE devem gerar na fase inicial de construção cerca de 2,7 mil empregos diretos. A previsão é do secretário de Assuntos Internacionais do Estado, Antônio Balhmann. "A empresa chinesa Qingdao Xinyutian Chemical quer construir os complexos em apenas 17 meses e bater o próprio recorde que é de 19 meses. Acredito que a gente possa estar com a refinaria pronta em até dois anos a começarem as obras já no próximo ano", afirmou Balhmann. De acordo com ele, o lançamento do projeto dos dois complexos pela chinesa está previsto para agosto de 2018.
Os chineses também estão de olho em outro projeto de refinaria abandonado pela Petrobras. Trata-se da Premium I, no Maranhão, que, segundo o secretário de Petróleo, Gás e Biocombustíveis do Ministério de Minas e Energia (MME), Márcio Felix, deve ser conduzida por uma empresa da China. A diferença do projeto ante o cearense é que o foco da planta de refino maranhense será o mercado interno.
Parceria
Sobre o compromisso do governador amanhã, com a assinatura do memorando, segundo Balhmann, o Estado se coloca como parceiro do projeto da refinaria. "O governo estadual entra com 10% do valor relativos ao terreno. Essa participação societária o Estado pode vender no futuro. Essa fase é um acerto do banco chinês com o governo. Isso significa dizer o fim do circuito institucional e empresarial em torno do projeto", acrescentou o titular da Secretária de Assuntos Internacionais. O próximo passo, é exatamente por o projeto em julgamento pelo banco em que a instituição avalia o financiamento para então tomar a decisão.
"A partir deste ponto, com o interesse do CDB, que eles já demonstraram, o projeto da refinaria poderá ser lançado, data que estamos trabalhando como agosto do próximo ano", observou Balhmann.
CDB
O mesmo banco cobiçado por Camilo para financiar a refinaria fechou, com a Petrobras, um contrato de financiamento no valor de US$ 5 bilhões e vencimento em 2027. A estatal informa que também assinou um contrato comercial com a empresa Unipec Asia Company, estabelecendo o fornecimento preferencial de um volume total de 100 mil barris de óleo equivalente por dia, pelo prazo de 10 anos.
Segundo a empresa, o acordo com o CDB prevê o desembolso de metade do valor em dezembro de 2017 e da outra metade em janeiro de 2018, quando ocorrerá o pré-pagamento do saldo devedor de US$ 2,8 bilhões referente ao empréstimo contratado em 2009 com o banco. Adicionalmente, diz a Petrobras, o pré-pagamento resultará no encerramento antecipado do contrato comercial assinado com a Unipec em 2009, com vencimento em 2019, para fornecimento preferencial de um volume total de até 200 mil barris de óleo equivalente por dia.
Almoço
O governador do Estado também informou que na próxima sexta-feira (8) participará de um almoço na Federação das Indústrias do Estado do Ceará (Fiec). "Vou fazer uma palestra sobre a prestação de contas das ações do governo e os resultados dos indicadores que o Ceará alcançou em relação a questão das finanças e os investimentos públicos", afirmou Camilo Santana.

REFINERY: STATE AND CHINESE SIGN MEMO TODAY

After more than two years of closing Petrobras’s project to build a refinery in Ceará, the efforts to capture an oil refinery enters in a new phase on Wednesday (6) when the governor Camilo Santana signs in São Paulo, together with the CEO of the China Development Bank and representatives of the Chinese company Qingdao Xinytian Chemical, a Memorandum of Understanding in which the CDB shows interest in financing the work, estimated at about US$ 7,5 billion.
The whole project includes a refinery and a petrochemical hub, both installed in the Export Processing Zone (ZPE) of Ceará. This is because the production of both ventures will be destined to the foreign market.
"I am very optimistic.I will be in São Paulo with the president of the China Development Bank and the company interested in building the refinery here in Ceará. We will sign a memorandum of understanding where the bank is making available the intention to finance the refinery project. This is one of the richest banks in the world and it is already analyzing the project” says the governor Camilo Santana during a conversation by social networks.
The memorandum of understanding would be divided as follows: US$ 4 billion would be allocated to the first phase of the Ceará refinery; US$ 500 million would be for the construction of a new oil terminal or the expansion of the Multi-Purpose Terminal (Tmut) of the Port of Pecém; US$ 4 billion for the second phase of the refinery; and another US$ 3 billion for the construction of a petrochemical industry. The refinery would have the capacity to refine, in each of its phases, 150,000 barrels of oil per day.
EMPLOYMENT
The plants that will house the refinery and the petrochemical complex in the ZPE are expected to generate approximately 2.7 thousand direct jobs in the initial phase of construction. The forecast is from the Secretary of State International Affairs, Antonio Balhmann. "The Chinese company Qingdao Xinyutian Chemical wants to build the plants in just 17 months and set a record for itself that is 19 months. I believe we can have the refinery ready in two years to start work already next year, Balhmann said. According to him, the launch of the project of the two complexes by the Chinese is scheduled for August 2018.
The Chinese are also keeping an eye on another refinery project abandoned by Petrobras. This is the Premium I, in Maranhão, which, according to Márcio Felix, secretary of Oil, Gas and Biofuels of the Ministry of Mines and Energy (MME), must be conducted by a company from China. The only difference with the project in Ceará is that the focus on the refining plant will be the domestic market.
PARTNERSHIP
Concerning the Governor’s commitment tomorrow, with the signing of the Memorandum, according to Balhmann the State places itself as a partner of the refinery project. “The state government enters with 10% of the value related to the land and may sell such shareholding in the future. This phase is a settlement of the Chinese bank and the government. That means the conclusion of the institutional and business circuit around the project” added the head of the Secretary for International Affairs.
"The next step is to have the project evaluated by the bank before taking any decision.
From this point on, with the interest of the CDB, the refinery project could be launched by August of next year” said Balhmann.
CDB
The same bank coveted by Camilo Santana to finance the refinery, has settled with Petrobras a financing agreement worth US$ 5 billion and maturing in 2027. The state company informs that has also signed a commercial agreement with Unipec Asia Company, establishing the preferential supply of a total volume of 100 thousand barrels of oil per day for 10 years.
According to the company, the agreement with the CDB provides for the disbursement of half of the amount in December 2017 and the other half in January 2018, when the debit balance of US$ 2.8 billion will prepay for the loan contracted in 2009 with the bank. In addition, Petrobras says, the prepayment will cease in advance the commercial agreement signed with Unipec in 2009, falling due in 2019, for the preferential supply of a total volume of up to 200 thousand barrels of oil per day.
LUNCH
The state governor also informed that next Friday (8) will participate in a lunch at the Federation of Industries of the State of Ceará (Fiec). "I am going to give a lecture about the accountability of government actions and the results of the indicators Ceará achieved in relation to the issue of public finances and investments", said Camilo Santana.
